This paper describes a different shape: a mesh protocol where identity is a cryptographic card you hold — not an account a company holds for you. A person is their keys. A network is founded by whoever starts it, ruled by its founder alone, and joined by invitation only. There is no headquarters to subpoena, no directory to buy, and no switch in anyone else's building that can turn your city off. The protocol is the Q-Protocol; the mesh built on it is QMESH. This paper is its public specification — what it is, how it works, what it guarantees, and what it refuses to claim.
The program is not open source. This paper is the spec, not the software.
